Bro it’s always in the same section and when I dismiss it comes back
Try checking whether you’re subscribed to that section.
That could be why you’re getting those notifications

The bell one is subscription, the other one is some PM you have
I think I can explain in depth now
So when I have a notification unread, it usually bumps the unread thing to the top so I can see it
Now with me having the category I’m getting ghosted in selected, nothing is showing up
I see only one notification here of someone following you
