in my opinion, some of the most underrated villains is Claude Frollo, Hopper, Turbo, and the How To Train Your Dragon villains (they were intimidating af)
While Claude Frollo is sorta popular, most only see him for his villain song. But I think he is underrates because he is so overlooked by other villains and he is a realistic evil, meaning his actions are doable and have most probably been done in past, which makes him more terrifying
