You can start off with just a regular base
And then, try to draw the shape of the strands softly
But how do we know to do that?
Well, you can start off by making two sightly curvy lines
Add in some more to create the shape
And then just try trying like a few strands, you could try coloring the top first by doing circular motions and make sure it is soft
Becauuse the point is that we want to give the illusion that it is hair
Now that we learn how to draw it softly, we can now just divide it into sections
THIS CAMERA MAKES MY DRAWING LOOK SO AWFUL 
Anyways, if it looks too soft, you can try to draw a little hard on the top and go soft to the bottom
