It would be very load-heavy
It works as a plugin that activates when it sees a trigger and when you submit the post just changes the data sent to a smiley, the second part of that plugin prevents hackers from posing an HTML/XML/JS code by auto-quoting it so that your browser would not compile that and would not run any unwanted code.

The smiley part of that plugin has only two options enabled/disabled.
If we would implement a user-based option for that on each user’s posts we would need to do a separate request to the CCC database and check if that option is enabled or disabled for that user. That will slow down your message submission/posting and will add an additional query to our database which is really unwanted

So it’s only globally enabled for smileys or globally disabled.
Or manually edited list of text smiles, but it is also global
