Topic creation is a feature that people gain by participating in the community for a while. While topic creation isn’t difficult, there are guidelines.
I will talk about a few of them here, be in straight from the CCC Guidelines, or just opinion.

Firstly, we have Topic of Discussion
Topic of Discussion is what the whole topic is about, including the title, category, and first post.
These should either explain the topic, incite discussion, or give information that other users can work with to form a reply.
What it should NOT be is something like “Friend Zone” or “lemmie just say this rq”. At least the bare minimum of information should be conveyed from reading the NAME ALONE.
This also includes the first post, which is essentially the description of the topic, which should provide a decent explanation of what your topic is about. AT LEAST 2-3 SENTENCES.
Secondly we have Target Audience
While this community is open to all, you can still narrow your audience down to who you want to talk to.
Usually just asking a mildly specific question will garner the right person to answer.
What you should NOT do is try to LIMIT WHO CAN REPLY.
This is virtually impossible, and only goes to show that YOU have a problem with another user. Announcing this in PUBLIC will not result in a positive outcome.
Problems with other users should be settled through PRIVATE MEANS, NOT PUBLIC FORUMS. YOU’RE INVITING RANDOMS TO COMMENT ABOUT YOU.
Lastly we have Frequency of Topics
There is no actual limit to making topics, but spacing them out over the course of a longer period of time will help you formulate opinions better and garner a larger following.
What you should NOT do is create topics ONE AFTER THE OTHER.
When you make topics that don’t follow the above guidelines OVER AND OVER, it only goes to annoy people who are trying to actually use this site as a forum. THIS SITE IS A FORUM, NOT A CHAT APP.
Respect your fellow users and try to make your topics AT LEAST DECENT.
No one makes perfect topics.
