Not only time, you need to find those ideas here, think if people are going to add it or not, is it appropriate or not, designers need to find how to draw that idea (@galaxywiings wings know what I mean by that with her Kirby boss), look up references, draw it, use it as a cursor, possibly scrap that drawing and start all over again

That’s one of the reasons, and we need to include at least a test of those cursors to see the reaction of the audience
Because many cursors got their installs despite the fact that the game or the show being not that popular

yeah, i saw the twewy nagi cursor got tons of downloads (she’s a fan favorite)
the fans are few but extremely devoted 
That’s not the only cursor where that happened
Most of the long hair anime characters got their hair trimmed as we do not have the ability to draw them in full size in the limited canvas of cursors
And you still need to make that character recognizable for the fans / our audience

yeah, i’m sure that’s always a challenge. but y’all do a mighty good job of it ^_^
The staff is always doing a good job they do hard work
It’s also a reason why one cursor takes 40 minutes of designers time and it takes 3 hours to draw another
