Just an idea about topic creation

Im not sure if this has been proposed before, but could there be a permission system that could allow certain users and/or trusted users to create topics?
There have been a lot of problems with so many meaningless / irrelevant topics being created lately, and i have to admit i am subject to be apart of those who made topics with no real worth.
I was thinking that it could supposedly be like a verification process, like you have to wait for it to be approved, or there can be a special badge or permission mods can give to users that are allowed to create topics

Please let me know what you think

I think there should be an option where if the person gets flagged for spam so much they have a limit on how many topics they can create, like one-two per day

And depending on what the severity their offense is is the limit of how many topics they can create?
Like one per week/biweekly/monthly
