are any TL/Mod able to get in any PM, even if not invited??

Mods or admins can get in a PM if there is a active flag that needs to be resolved in a PM, that is the only way that I know that we will be in a PM uninvited, being a admin might be different, but being a moderator, we need to have a flag, so that’s why if you want us to see something quietly or view a PM without a “(user) invited (user)” just flag something, and we will see it.
