What do I do if I suspect these cats have been neglected. (UPDATE)

I went for a walk yesterday at a horse farm. While I was up there this cat came over meowing in pain covered in mats. I told someone about it and they said “Oh that’s Gizmo!” so clearly know it’s there but its COVERED in mats. It was pulling on it’s skin and hard as rocks. The cat was pretty skinny as well. Also recently cats have been coming from over there onto our yard looking for food so they clearly aren’t being fed anymore.

I can add pictures and I can give you guys the name of the farm if you could help me with this. Today I might go kidnap it and shave it.

At this point, keep those cats as pets or give them to a shelter
